This function implements third-party user creation.

Endpoint: GET /Plugins/create_user

## Query parameters:

  - `Parameters` (object)
    The parameters required for the third-party account.

## Response 200 fields (application/json):

  - `apiversion` (integer)
    The version of the API.
    Example: 3

  - `func` (string)
    The name of the method called.
    Example: "create_user"

  - `module` (string)
    The name of the module called.
    Example: "Plugins"

    The returned data from a third-party API call.

  - `result.errors` (array,null)
    List of errors that the API generated.

  - `result.messages` (array,null)
    List of messages the API generated.

    List of warnings generated by the API. Warnings describe non-critical failures or other problematic conditions noted while running an API.
